The other PC does not have the same font installed. Solution: Embed the font in your document (In Word: File > Options > Save > “Embed fonts in the file”). Alternatively, convert the document to PDF before sharing.

Standard computer fonts do not recognize or display these unique characters:

Open WordPad or Microsoft Word. Change font to "Noto Sans" (or your chosen font). Type: Ɔbaatampa (a good woman). If the Ɔ appears correctly, you’re ready.
